SENATE BEGINS CONSIDERATION OF FUNDING INCREASE FOR TOURISM PROMOTION
Michigan will be one of the top 10 spenders for tourism promotion in the nation if the package of the bills approved by the state House last week to add $60 million to the budget becomes law. The House approved three bills which would get the $60 million from refinancing tobacco settlement bonds at a lower interest rate. MRA supports the increased funding and provided support for the idea.
Last week, a key state Senate committee quickly held its first hearing on their version of the bills. MRA was on hand to provide testimony in support along with two members from Mackinac Island, Dan Musser of Grand Hotel and Steven Moskwa of Horn’s Gaslight Bar.
The bonds at issue were initiated in 2006 as taxable because the state wasn’t yet sure whether the funds they would generate would go toward public or private purposes, the Michigan Department of Treasury said. The state can now refinance the bonds at the lower tax-exempt interest rate.
A total of $20 million would be spent on advertising in 2008 and $25.9 million in 2009, with the additional money going to business advertising. The promotion program also has a general fund promise of $11.4 million for fiscal year (FY) 2008 of which it only uses $1.4 million for advertising, and expects the general fund appropriation to return to the historic level of $5.7 million for FY 2009.
Research shows that the additional $40 million the state would spend on tourism promotion under the legislation has the potential to add three times more money back into the economy.
The money would not only extend the state’s Pure Michigan campaign about summer recreation to new markets but would also, for the first time, champion the many winter activities the state has to offer.
A second hearing is expected this week followed by a vote by the committee. Following that vote, the bills will go to the full Senate. (Excerpt from the Michigan Restaurant Association.)
